More links.I did kind of word that like a 'how to' commit a crime, sorry. Here is why this is a big deal though 1) There is no easy way to fix this. The only options are replace all the cards in the country (millions of them) or scrap the whole system. It is way beyond a few 'bad' foreigners stealing pay channels.
The other option is a software fix, but the firmware would have to be updated in every unit that uses a card.Most people in Japan don't even realize there is a card in their TV or what it does. 2) They aren't actually hacking the card in a traditional sense (rewriting code or something). They are using a backdoor put into the card by the people who developed the cards (Toshiba and Panasonic).The card can be set to show pay channels for a trial period of a week or so. The backdoor allows the trial period to be extended until 2038. This all makes the laws involved really grey.Who does the card belong to? The tv owner, or the B-CAS company? What does the user license say?
I don't know the answer to these questions, but the laws are in no way clear cut here. The people that have been arrested were selling the cards, or distributing the software used.
Even in those cases, they will probably never be charged (the charges they picked them up on are silly) the police are just trying to slow it down by scaring people who are thinking about trying it, probably because of some pressure from Tokyo.But just the fact that is made the news is huge. If the thought they could stop it, they would do everything they could to prevent it from getting on the news.

The proverbial cat is out of the bag, and they are trying to stuff it back in, but the war has been lost, they just haven't realized it yet.The B-cas company only has a couple full time employees, but they make tons of money selling the cards. But it doesn't look like any of that money has gone to improve the system in the 10 or so years the system has been in place. No one wants to talk about all the people who don't pay for NHK. I am sure there are some here.
Paying for NHK is also a law that is unclear and many people are breaking. But NHK knows if they have their funding restructured, in the current economic situation, their funding will probably be cut. This is where I hope this is all going, a complete redo of the NHK and BS pay channel system.But most likely what will happen is NHK will pay for AK48 to do a bunch of commercials asking people to pay for the BS channels, and pretend nothing ever happened. The police will round up a few people who bought the cards online, and arrest them on TV.SMAP will probably be in some of the commercials too. I guess wow-wow and starz stand to lose the most money wise, so maybe they would pay for the commercials too. I will reply to your comment with a followup.
Note that it's not working with all cards it seems. Some are non writable. Here is a list of the cards which are working (or not): Look at the back of your card, lower right, in tiny you'll have an 8 alphanumeric code.This is the model of the card like you can see on the first row of their table. After, look at the 4 digits next to the 0000 of the ID of the card to match it in the table.
If it's OK it works, if it's NG it doesn't. In my case, my model is M002 CA23, it's not even in the table, so I don't know, but the ID is on the table '3210 OK'.EDIT: Nevermind M002 CA23 models work for sure. I haven't really been paying attention either, but Oishii Slurper did some kind of treasure hunt, that ended with some password protected RAR files, then he/she disappeared. The BLackCAS cards seem to have motivated the other hackers with the knowledge to release their tools.Maybe they are the same people, I don't know. The BLackCAS cards come from taiwan, and I don't know why they would release the tools they were making money from.
The tools were released by Oishii Slurper it looks like. But then again who knows.
